Council to appoint flood defence consultants for six Donegal areas
Donegal County Council are set to appoint consultants to work on flood defence designs for six Donegal areas before the end of 2019, it has emerged. These projects include Lifford, Castlefinn, Burnfoot, Downings, Glenties and Kerrykeel. In addition to the six, there is an ongoing flood relief project at the design stage for Raphoe.The most expensive flood defence scheme is Donegal, which has been allocated €8.5m, with Killybegs sanctioned the second-highest with €8.4m. In May 2018, Minister of State at the Department of Public Expenditure and Reform Kevin Moran T.D. launched 29 flood risk management plans for all main river basins – identifying an initial total of 118 flood relief projects to protect the main flood risk areas throughout the country.This number increased to 119 with the addition of the Burnfoot project following a cost review after the 2017 floods in Inishowen.In a statement released to Donegal Daily, Donegal County Council said they would ‘appoint consultants over the coming months for each of the projects to be advanced in the first phase.’It read: “The OPW and the Council will be working closely over the coming years to progress these projects. “Donegal County Council working in partnership with the OPW are currently preparing a design brief to be delivered by a consultant on the OPW existing consultancy framework.“Tender documents are currently being put together to appoint consultants over the coming months for each of the projects to be advanced in the first phase.”Once the consultants are appointed, the process will progress through five stages starting with development and design; and continuing through to planning; detailed construction design and tender; construction and handover of works.In addition, the project at Burnfoot consists of a series of flood embankments and urban walls, which will provide flood protection to approximately 36 properties when completed.The defences have an average height of 1.23m and a total length of approximately 0.67km. Ramaphosa to look into South Africa visa rules
12 August 2015Deputy President Cyril Ramaphosa would chair a new inter-ministerial committee on immigration regulations, President Jacob Zuma said yesterday at a media briefing at the Union Buildings in Pretoria.Zuma was giving an update on progress since his State of the Nation Address, which he delivered on 12 February in Parliament in Cape Town.The committee will examine concerns about South Africa’s amended visa regulations. Ministers in the departments of Tourism, Home Affairs, Social Development, Trade and Industry, and Small Business Development are on the committee.Under the immigration legislation amendments, which came into effect in June, South Africans and foreign nationals travelling to and from South Africa with children under the age of 18 are required to produce unabridged birth certificates. This was effected in terms of its commitments to safeguard the best interests of children and prevent child trafficking, according to government statements.In addition, Zuma said a strategic Cabinet meeting in late July had focused on the points of the National Development Plan. The nine-point plan consists of:Revitalisation of the agriculture and agro-processing value chain;Advancing beneficiation (adding value to our mineral wealth);More effective implementation of a higher-impact Industrial Policy Action Plan;Unlocking the potential of small, medium and micro enterprises, co-operatives, township and rural enterprise;Resolving the energy challenge;Stabilising the labour market;Scaling up private-sector investment;Growing the Ocean Economy; andCross-cutting areas to reform, boost and diversify the economy.There are five of these cross-cutting areas, namely: science, technology and innovation; water and sanitation; transport infrastructure; broadband rollout; and state-owned companies.The government was making progress in many areas, Zuma assured the media, saying an update on Operation Phakisa would be given on 13 August.Operation Phakisa is based on Malaysia’s Big Fast Results Methodology, through which that government achieved significant government and economic transformation in a very short time. Using this approach, they addressed national key priority areas such as poverty, crime and unemployment.The approach was adapted to South Africa, and to highlight the urgency of delivery it was renamed to Operation Phakisa – “phakisa” means “hurry up” in Sesotho. It is a results-driven approach, involving setting clear plans and targets, on-going monitoring of progress and making these results public.Zuma explained that the government was also looking inward for solutions to problems concerning economic growth. “South Africa’s economy, just like many economies, continues to struggle with growth and momentum,” he admitted, adding that the electricity crisis was the main obstacle straining the economy.State programmes included 92 projects for renewable energy, such as hydro, gas and coal. “This will add 6 327 megawatts to the grid.”He asked for the help of the private sector in paying off debt of R100-billion owed to municipalities, and also pleaded with people to play an active role in curbing attacks on police officers. “Attacks on police are an attack on the state and the nation.”The public was urged to identify those who attacked police officers. A total of 55 police officers have been killed since January, and an annual service for them will be held at the Union Buildings on 6 September.Source: ENCA live streaming
Soybean yields fluctuate less with weather extremes
Share Facebook Twitter Google + LinkedIn Pinterest Soybean crop yields tend not to fluctuate much and are less likely to be negatively impacted by less than ideal weather compared to other grain crops such as corn.In fact, the state average soybean yield declined only 8% during the drought of 2012, said Laura Lindsey, a soybean and small grains specialist with Ohio State University Extension, noting that Ohio’s average soybean yield that year was 45 bushels per acre, compared to the five-year average of 49 bushels per acre.“There are a lot of concerned farmers going into spring planting right now with all of this unusual weather we’ve been experiencing throughout the state,” she said. “Yields will really depend on when the rains come.”The reasoning?Because soybean vegetative and reproductive stages overlap, plants can compensate for short periods of stress, Lindsey said. So while many soybean plants were stunted during the height of the 2012 drought, the plants were able to recover and see positive yields thanks to rainfall in August and September that worked to promote seed fill, she said.“So, for farmers who are worried right now, soybean yields have fluctuated only 2% to 8% from the five-year state average of 49 bushels per acre since 2011,” Lindsey said. “As shown in 2012, even if the plants experience stress early in the season, they can still recover later in the season depending on when and how much rainfall they receive.”At this point, she said, the best thing soybean growers can do is to focus on the things they can control, such as following the best management practices for their crops.“Seeding rates and row spacing, planter calibration, and ensuring field conditions are appropriate for planting are important considerations to achieve optimum soybean yields,” Lindsey said. “Spring is also a good time to pull soil samples to test for fertility and soybean cyst nematodes.“Early planting can also support achieving optimum soybean yields, depending on the soil conditions.”Ohio soybeans planted between May 1 and mid-May resulted in better yields, according to a study by researchers from OSU Extension and the Ohio Agricultural Research and Development Center.In the study of 2013 and 2014 planting trials at OARDC’s Western Agricultural Research Station near South Charleston, Ohio, soybean yields decreased by 0.6 bushels per acre per day when planted after mid-May, Lindsey said.Those yield results held true if the soil temperatures were 50 degrees or warmer, she said. However, soybeans planted too early when soil conditions were not adequate resulted in bean leaf beetle defoliation and frost damage.“There are some exceptions to a yield advantage when planting early, such as if the soils aren’t warm enough or if the fields are too wet,” she said. “In those cases, early planting can be detrimental to soybean yields.“The greatest benefit of planting May 1 to mid-May is canopy closure, which increases light interception, improves weed control by shading out weeds, and helps retain soil moisture.”
